This was explained in Sāvatthi: “I will teach you, Bhikkhus, what is an unworthy and what is a worthy person. Therefore listen:

What, Bhikkhus, is an unworthy person?

Here, Bhikkhus, a certain person upholds wrong view, wrong thought, wrong speech, wrong action, wrong livelihood, wrong effort, wrong awareness and wrong concentration, this, Bhikkhus, is what is called an unworthy person!

And what, Bhikkhus, is a worthy person?

Here, Bhikkhus, a certain person maintains right view, right thought, right speech, right action, right livelihood, right effort, right awareness and right concentration, this is, Bhikkhus, what is called a worthy person!
